In order to improve the overall effectiveness of public security organs in combating and controlling illegal and criminal activities, the Provincial Public Security Department, based on in-depth research, has deployed public security organs at all levels to establish investigation centers according to local conditions, gather professional investigation forces, streamline the overall combat mechanism, strengthen the empowerment and application of big data, and promote the transformation and upgrading of crime combat work. After more than two years of pilot exploration and promotion, the province has completed the construction of one provincial, 11 prefecture-level municipal and more than 100 county-level investigation centers, and has initially built a three-level investigation center operation system that meets the actual combat needs and has Jiangxi characteristics. It has explored and built a new model of investigation, crackdown and governance of "data leadership, system support, hierarchical response, special team breakthroughs, special promotion, and systematic governance". The level of public security organs' investigation, case solving and crime prevention and control has made great progress.
First, highlight the system layout and significantly improve the efficiency of response and support. Formulate and issue guidance opinions on the construction of the investigation center, and innovate the operation mode of "forming a special team, grading and responding, and online support". According to the characteristics of the anti-crime task, the investigation center implements three levels of emergency, emergency and normal response mechanisms to ensure one-point crime and overall linkage support. The systematic operation of the investigation center has greatly promoted the improvement of the quality and efficiency of public security organs in solving cases. In 2024, a total of 18,400 traditional criminal cases of theft and robbery were solved in the province, and the "two robbery" cases were solved for the first time; 19,200 cases of telecom fraud and related cases were solved, and 32,500 suspects were arrested.
The second is to aggregate resources and significantly improve the ability to analyze and expand lines. The investigation center was included in the practical big data empowerment system, breaking police barriers internally, and unblocking data inflow channels externally. Comprehensively strengthening the correlation analysis of core elements such as "information flow, capital flow, and personnel flow" of existing telecom fraud cases, analyzing 133 overseas fraud-related dens, arresting 1,972 people from the dens, and solving the entire chain of Nanchang High-tech "4.28" e-commerce platform fraud case. In June last year, our province accurately analyzed the information of overseas dens, further strengthened cross-border police cooperation, and worked with the Lao police to destroy six telegram dens located in the Golden Triangle.
The third is to improve mechanism guarantees and significantly improve the quality and efficiency of scale crackdowns. On the basis of deepening the promotion of the "small case quick resolution" mechanism, establish mechanisms such as normal analysis and special crackdowns, and strengthen the command and dispatch of key tasks such as investigation and handling of major cases, quick funding, and cluster battles. In 2024, the Provincial Department Investigation Center organized Ganzhou, Shangrao, Yichun and other places to launch a "disconnection" battle, and handled a total of 1,791 "disconnection" cases, ranking first in the country in terms of results. The investigation and handling department supervised 22 cases, initiated and participated in more than 80 cluster battles across the country, and the rate of solving cases of telecom frauds of more than 500,000 yuan increased by 31 percentage points year-on-year.
Fourth, promote the use of combat and promote prevention, and significantly improve the level of coordinated governance. Relying on the investigation center, we regularly analyze the crime situation in the province, find the blind spots of social prevention and control, and successively promote the establishment of mechanisms such as murder case review, delayed payment of funds, and secondary authentication of telephone cards. We will deploy targeted criminal prevention measures in key areas and important nodes, and promote the issuance of standardized work on investigating and resolving conflicts and disputes and opinions on preventing and cracking down on illegal and criminal acts of minors. In 2024, the number of murder cases in the province decreased by 13.3% year-on-year, and the number of illegal and criminal cases of minors has continued to decline for two consecutive years; the number of telegraph fraud cases and losses decreased by 16.9% and 9.3% year-on-year, setting a record of year-on-year decline for three consecutive years.

Yang Fukuan: In recent years, the public security organs across the province have accelerated the improvement of quality and efficiency of law enforcement and case management centers, innovatively carried out the construction of county-level public security organs' report reception centers, vigorously rectified prominent law enforcement problems, continuously strengthened the supply of law enforcement systems, and established and improved a legal guarantee system that is compatible with the new police operation model of "professional + mechanism + big data".
First, we will make every effort to improve the quality and efficiency of the law enforcement and case management center. We will continue to take the improvement of quality and efficiency of the law enforcement and case management center as a driving force for deepening the construction of a law-based public security, formulate implementation opinions, refine the "two lists", establish supporting systems such as "ten musts" and "ten prohibitions", implement regular inspections, regular notifications, and rectification implementation mechanisms, expand functions such as light punishment, centralized management of property involved in the case, and investigation and supervision cooperation, and provide "one-stop" service support for law enforcement and case handling, and achieve the goals of "safety, standardization, intensiveness, intelligence, and efficiency".

The third is to make every effort to promote the special governance of prominent law enforcement issues. Adhere to problem-oriented and legal thinking, resolutely draw the sword for inaction, slow action, and random action in law enforcement, carry out special governance of prominent law enforcement issues related to enterprise law enforcement, vigorously rectify problems such as "no case handling, no case filing, and "posting cases", fully utilize data empowerment, strengthen the analysis and judgment of law enforcement quality, strengthen the "invisible" quality evaluation of law enforcement, improve the full process intelligent supervision and early warning model of all police cases, and continuously improve the accuracy and targeting of law enforcement supervision work.
Fourth, we will make every effort to promote the construction of the law enforcement system. In response to new situations and new problems in grassroots law enforcement, timely formulate case handling guidelines and handling standards, prepare model case files for dangerous driving, administrative law enforcement reduction and exemption lists and other guiding documents, and continuously enrich the "toolbox" of law enforcement.
